New Britain police said they are investigating the incident. The police pulled over Rosario-Rodriguez while he was driving in the downtown area about 1:46 a.m. on July 12, 2010.
Police say that Rosario-Rodriguez pulled over and fled on foot. The officer chased after him and shot Rosario-Rodriguez once with 50,000 volts of electricity from his taser gun after he refused to obey verbal commands. He was dead a few hours later that morning.
Rosario-Rodriguez's daughter, Elizabeth Rosario of New Britain, said her father should not have been electrocuted by the unidentified police officer.
"I felt it was excessive aggression for his age," Rosario said.Rosario said she was notified of her father's death almost two hours after he died.
